CityShape 2020 was a citizen driven process to "plan the physical form of Scottsdale's Vision."   It was intended to be an extensive educational and community outreach process that would improve the Scottsdale General Plan as an expression of the Shared Vision.   Character planning resulted from the CityShape 2020 process as part of the three-level General Plan - citywide, character areas, and neighborhoods.   CityShape 2020 saw character planning as a way to maintain the quality of planning and development in Scottsdale.
